She cited the National Association for Civilian Oversight of Law Enforcement, which recognizes three general forms: the monitor-based system (like Austin's) the civilian-led investigative model and the review-focused model, in which civilians directly monitor their police department's Internal Affairs investigations. ![]() Muscadin was there to brief Council on the ways in which Austin could learn from other cities – to study what they've learned and plan to implement.
